Pretty much all X360 can theoretically run at 60fps on the XSX. But most of them have 30fps locks so the devs would have to patch them.

First off, you could use the command "fps_max 60" in order to lock your fps. Though I am not 100% sure if it works for L4D2. It does for most source games, but L4D2 can be a bit iffy. Other than that though I see no point in limiting it unless your GPU overheats or something.
